Averof Neofytou was born in Argaka, in the Paphos district of Cyprus. After completing his secondary education at the Polis Chrysochous High School, he studied Economics and Accounting at the New York Institute of Technology (NYIT), on Long Island, New York. He served as District Secretary and then Vice President of the Youth of the Democratic Rally, NEDISY. In 1991 he was elected Mayor of Polis Chrysochous, a position he held until the end of May 1996, when he was elected MP for the Democratic Rally in Paphos. He served as a member of the Executive Secretariat of the Cyprus Union of Municipalities, Honorary Secretary of the Paphos Chamber of Commerce and Industry, Chairman of the Board of the "Evagoras" Paphos Association, member of the Board and the Executive Council of the Cyprus Football Federation and chairman of the Anti-Cancer Society of the Chrysochous area. He was appointed Minister of Communications and Works on 25 August 1999 and served until 28 February 2003. In May 2003 he was elected Deputy President of the Democratic Rally. In May 2006, 2011, 2016 and 2021 he was re-elected to the House of Representatives. In May 2013 he was elected President of the Democratic Rally, re-elected in May 2018 for a second term, serving until the end of his term in March 2023. He chaired the Parliamentary Committee on Foreign and European Affairs (2011–2016) and the Parliamentary Committee on Finance and Budget (May 2016–2018). He headed the Cypriot Delegation to the Inter-Parliamentary Union (IPU) and was a member of the Euro-Mediterranean Parliamentary Assembly (EMPA). He is married to Maria Selipa and has one son, Pericles.
